The University of Tokyo makes submission for China's UN Universal Periodic Review

On July 18, 2023, the University of Tokyo made a submission to the UN Universal Periodic Review (UPR) of the People's Republic of China.


The UN Universal Periodic Review is a mechanism by which the situation of human righgts in each state is reviewed by UN Member States. The People's Republic of China will be reviewed in early 2024.


This submission aims to bring to the attention of the United Nations Human Rights Council (UNHRC) the concerning human rights situation in the People's Republic of China (PRC) and the Hong Kong Special Administrative Region (HKSAR) during the Universal Periodic Review (UPR) for the period of 2019 to 2023. It highlights the neglect of commitments made by the PRC and the HKSAR under international human rights covenants, particularly the International Covenant on Civil and Political Rights (ICCPR) and the International Covenant on Economic, Social, and Cultural Rights (ICESCR). Violations of these commitments have been particularly evident in the response of the Hong Kong government to the 2019 Anti-Extradition Bill Protests and the utilization of the vaguely-defined Hong Kong National Security Law (NSL) enacted in 2020.
